
Submitting your site to directories is very important for 2 main reasons:
I think both are self-explanatory but I will quickly explain. Backlinks are very important for PR (if you give a crap) and it always looks better to advertisers to have more incoming links that outgoing. Search engine rankings are SUPER important because that is how someone, who might be searching for niche blogging, will find your site.
Should you submit to FREE, PAID, or BOTH?
Definitely both but I think paid directories are better. With free ones, you never know when your link may disappear or how long the directory will last. If you choose free, be sure to go with one that is reputable and has been around awhile.
They’re popping up everywhere–Niche directories. Should you submit to these or general ones?
Again, you should submit to both. I would submit to the major, general directories out there first though. It’s a good idea to submit to niche directories to attract readers/potential customers that are interested in the same thing as you. PAGERANK–if you still care, you should submit to directories that show up first in the search engines. This is a good indication that they still have some PR, thus helping you get or retain your PR.
Obviously anchor text is VERY important and you should choose your it wisely. This can make a big difference when someone is doing a search on a Sea Pines rental and it can determine whether or not they end up at your site or someone else’s. You should always check keywords and/or do a search on the phrase/tagline you plan to use. It can give you an idea of how well it ranks.
How many and where?
You should spread out your submissions over time, especially if you are paying for it.

directory submissions can be useful and while sites like the open directory(dmoz) can be powerful helps, they’re also bloody hard to get into. Inclusion is at the whim of human editors and their personal likes and dislikes. From what I understand there isn’t any real standard and they don’t care much for blogs.
When I do directory submissions, I like to work from the list of “SEO Friendly” directories that you can get from info.vilesilencer.com. It’s a huge list of directories, free and paid, that give do-follow links. the list currently has 549 entries in it. Many of which don’t even require a reciprocal link.

Being in the business of submitting to web directories, I’d like to add that directory links are better when targetting niche and not-so-competitive search terms as compared to other more widely search for terms. It’s important to keep this in mind when writing your titles (anchor text) that will be used for submissions.
